Sourcing Passive Components for Latvia from Hong Kong: Defence and Dual-Use Makers Grow, and 0 of 28 Walsin Datasheets Name Export Control or Dual Use

Passive components for Latvia from Hong Kong start with what the paperwork says, not what the catalogue lists. We searched all 28 Walsin Technology (Walsin) datasheets we hold, 451 pages and 169,688 words, for 16 export-control, origin and defence terms. None of the 28 contains a single one, so classification stays with you.

Venatech Limited, an authorised Walsin distributor in Hong Kong, wrote this for a buyer or design engineer in Latvia working on dual-use, drone or defence-adjacent electronics. It is built from the 28 Walsin PDFs we hold as text, the MLCC export (24,026 rows, 23,601 distinct part numbers), our stock list as at 23 September 2026 and two dated Latvian sources. Every part number is real, and every count is ours. We publish no prices.

What did Latvia’s 2026 defence and drone figures change for component buyers?

More small firms with a bill of materials to approve. A University of Latvia study, reported by LSM on 29 May 2026, puts the defence sector’s 2023 turnover close to 800 million euro, roughly double 2018, with more than 100 firms holding Defence Ministry production licences and more than 650 making dual-use technology. The same report says most licensed firms are micro or small, mainly in the Riga region.

The report adds that the 650-plus dual-use firms need no ministry licence and that the researchers see the most competitive potential there. A second item, from the Investment and Development Agency of Latvia dated 25 June 2026, says more than 20 companies work in military technology, drones and robotics and that Latvia ranks seventh in Europe by drone export volume; it describes a foreign acquisition of a Latvian drone maker as one of the year’s main investment stories. We fetched both on 21 October 2026.

Neither source says which components any firm uses, and the LSM article does not mention electronics at all. We know nothing about any named Latvian company’s parts, and nothing here implies that any buys Walsin parts. The inference is ours: a small firm with a licence or a dual-use product line gets asked for supplier documents earlier than it has staff to read them.

What do Walsin’s own documents say about export control, dual use or defence?

Nothing. We converted all 28 Walsin PDFs to text and searched them for 16 terms: dual use, export, ECCN, ITAR, Wassenaar, sanction, customs, tariff, origin, country, defence or defense, weapon, drone, UAV, regulation and REACH. Each returns 0 of 28 files. We have not seen this counted anywhere.

Two weaker hits show how narrow the vocabulary is. The word military appears in 1 of 28 files, the MR automotive resistor sheet, which is headed “Automotive AEC Q-200 & Military MIL-STD Compliant”; the file lists test methods, which is not a defence approval. The word licence appears once, in the MLCC Application Guide, and it refers to the industrial waste vendor that should dispose of capacitors. The same guide carries a separate sentence on use near radiation, which is an environment to avoid.

The practical effect is plain. A supplier-approval questionnaire from a defence customer will ask for country of origin, classification and conformity statements. We can send the 28 datasheets and, on request, a certificate of conformity per shipment, lot and date-code traceability and original sealed Walsin packaging. We cannot supply a classification the documents do not contain, and we do not state a country of origin.

How does a compact 10 microfarad, 16 V brief narrow at 0402 and 0603?

It narrows to one size. We parsed all 24,026 rows of the Walsin MLCC export and filtered to 10 microfarad at 0402 and 0603: 19 part numbers, of which the 7 at 0402 top out at 10 Vdc and the 12 at 0603 reach 25 Vdc. A board that needs 10 microfarad at 16 V in 0402 has no row to cross to.

The table takes a brief of 0402, X5R, 10 microfarad, plus or minus 20%, 16 V and sets real parts against it, with a column for your incumbent.

Walsin part Size and dielectric Rated voltage On the shelf, 23 September 2026 Your incumbent Match / mismatch with an 0402, X5R, 10 microfarad, 20%, 16 V brief
0402X106M100 0402, X5R 10 Vdc No ___ Match on size, dielectric, value, tolerance; mismatch on voltage (lower)
0402S106M6R3 0402, X6S 6.3 Vdc No ___ Mismatch on dielectric and voltage
0603X106M160 0603, X5R 16 Vdc No ___ Match on dielectric, value, tolerance, voltage; mismatch on size
0603S106M160 0603, X6S 16 Vdc No ___ Match on value, tolerance, voltage; mismatch on size and dielectric
0603X106M100 0603, X5R 10 Vdc Yes ___ Match on dielectric, value, tolerance; mismatch on size and voltage

Only one row, 0603X106M160, matches on four of five fields, and the mismatch is the footprint. Capacitance under bias also falls with voltage, which our post on DC bias and voltage derating explains, so a lower-voltage part is a design question and not a drop-in. Our post on passive component case sizes shows how the two codes map. Confirm against both datasheets and qualify in your own circuit.

What does the Hong Kong shelf hold at 10 microfarad in 0402 and 0603?

A thin 0603 row and nothing at 0402. We matched our stock list as at 23 September 2026, 1,125 part numbers, against the export: 0 of the 7 ten-microfarad parts at 0402 are held, and 4 of the 12 at 0603 are, all X5R at 6.3 or 10 Vdc. The four are 0603X106K100, 0603X106K6R3, 0603X106M100 and 0603X106M6R3.

None of the held lines is rated 16 V or above, so the table’s best-matching row is a request. The MLCC range lists the families. Stock is a dated snapshot and moves; our ready stock page shows the Hong Kong list as at 23 September 2026.

What will we not tell you about Latvia?

Anything about licensing, duty, customs or approval. We hold no office, entity or stock in Latvia; our locations are Hong Kong, Shenzhen, Singapore and Jiangmen, with Chengdu in preparation, and the two Latvian sources above are the only Latvian content in this post. We give no legal or customs advice; confirm with your compliance team.

We name no Latvian customer, state no delivery time and promise no stock. We make no claim that a Walsin part suits a drone, a radio or any defence programme; the documents we hold do not mention one. What we can do is the cross-reference: a field-by-field read for an approved vendor list your engineers control.

How Venatech helps

  • VenaMatch cross-reference. Paste an incumbent part number into the free cross-reference tool. It decodes 18 manufacturers’ part numbers across 800,000+ crossable parts and returns Walsin candidates with match and mismatch fields.
  • BOM check. Upload a list at /bom/ and each line is checked against the same engine.
  • Ready-stock list. The Hong Kong list is a dated snapshot, as at 23 September 2026, never live-synced.
  • Worked example from our own export. Paste 0603X106M100 and read the 18 other ten-microfarad parts at 0402 and 0603. You will see the voltage ceiling at 0402 in one screen.
  • Who we are. Walsin is our only authorised line; Stackpole and Viking are lines we supply. We are Hong Kong based, handle small lots and cross-referencing help, and you can request a quote through the site. Qualification stays with you.

The short version

A Latvian buyer in a dual-use or defence-adjacent firm should read the document gap before the capacitance. Of 28 Walsin datasheets, 0 name export control, dual use, origin or defence, and the compact 10 microfarad range stops at 10 V in 0402. One 0603 row matches a 16 V brief on four fields.

Send us one line from your BOM and we will return the Walsin parts with the differences stated and the documentation gap named. If your customer’s questionnaire asks for a classification no datasheet contains, who is going to write it down?
